Foiled Cross-Border Kidnapping Plot: Two Nigerian Nationals Arraigned in Accra Circuit Court

In a significant development in the fight against transnational crime, two Nigerian nationals have been arraigned before the Accra Circuit Court for their alleged involvement in a thwarted cross-border kidnapping operation. The case, which has drawn attention to the growing threat of organized crime in West Africa, underscores the importance of international collaboration in combating such activities.



The Accused and Charges


The suspects, Joseph Howell, 43, a self-proclaimed private security officer, and Japhet Graham, 53, a self-styled businessman, appeared before Her Honour Susana Eduful on Wednesday. They face a single charge of attempt to commit crime, specifically kidnapping, contrary to Sections 18(1)(a) and 89 of Ghana's Criminal Offences Act, 1960 (Act 29). 


Due to the absence of legal representation, the court did not take their pleas. Both men were remanded into custody and are scheduled to reappear on September 22, 2025.


Prosecution’s Account of Events


Chief Inspector Jacob Maalo Kuubal Esq., presenting the facts of the case, revealed that intelligence received on September 6, 2025 from the Nigerian Police Intelligence Unit and INTERPOL NCB uncovered a plot by ex-members of the Niger Delta militant group to carry out kidnappings in Ghana. 


The prosecution detailed how three suspects based in Nigeria—Mathew (Lagos), Smart Christmas Alfred (Ondo State), and Adusa Oyile (Delta River)—allegedly contacted Tari Tiemo, the gang coordinator currently in custody in Nigeria. The suspects sought financial support to travel to Ghana and execute the operation. Tiemo reportedly assured each of them ₦1.5 million (approximately GH¢20,000) to support their families during their criminal activities.


The group’s targets were affluent individuals and expatriates, referred to as “Oborobo,” a slang term for high-profile persons. Their plan involved traveling to Ghana via riverine routes using speedboats and disguising themselves in Ghanaian security uniforms to evade detection. After executing the kidnappings, they intended to retreat into the Niger Delta creeks in Nigeria and demand ransom from victims’ families.


Arrest and Investigation


Intercepted communications between the suspects and their Ghanaian informants led to the arrests of Howell and Graham in Aflao, Volta Region. Phone numbers linked to the discussions were traced directly to the accused. Authorities noted that both men entered Ghana illegally and initially denied knowing each other. However, investigations revealed that they were received at Prince Hotel in Aflao by suspect Tari Tiemo, where they first met in person.


During interrogation, Howell claimed he traveled to Ghana to collect ₦1.5 million owed him by his uncle, Tiemo. Graham similarly stated that he came to retrieve the same amount from a mutual acquaintance named Jonas. Howell further admitted being affiliated with three security groups operating along the Delta River.


 Ongoing Investigations and International Collaboration


Authorities are now working closely with Nigerian security agencies to trace and apprehend other suspects implicated in the plot. The investigation spans both Ghana and Nigeria, with more arrests anticipated as intelligence efforts intensify.
