FBI’s Operation Blackout Targets Ghanaian Scam Networks: Arrests, Seizures, and Ongoing Investigations

In a significant development in the fight against transnational fraud, the Federal Bureau of Investigation (FBI) has announced the dismantling of a major scam operation in Ghana as part of its global initiative, Operation Blackout. The operation, which targets international fraud networks preying on American citizens, has already unveiled substantial financial losses and led to numerous arrests.



 Major Breakthrough in Ghana


FBI Director Kash Patel revealed the details of the operation in a statement on Thursday, October 8. According to Patel, the investigation in Ghana has uncovered nearly $10 million in losses and identified 89 victims to date. More than 130 individuals have been arrested or detained, and over 300 electronic devices have been seized as evidence.


“These scam compounds target American citizens and destroy lives – and this FBI is crushing them in every corner of the world. More to come,” Patel stated in his announcement.


While the identities of those arrested or detained remain undisclosed, Patel indicated that some of the individuals detained in Ghana are victims of trafficking who will be repatriated to their home countries. It is not yet clear if any of the arrested individuals will face prosecution in Ghana or be extradited to the United States.


 Operation Blackout: A Global Effort Against Fraud


The Ghana operation is part of the FBI’s broader initiative, Operation Blackout, which aims to dismantle scam compounds involved in defrauding Americans. Since its inception, the operation has reportedly led to the seizure of approximately $17 billion in fraud-related assets. Hundreds of arrests have been made globally, and thousands of trafficked workers have been freed from exploitative conditions.


These scam compounds, described by Patel as heavily fortified facilities, are believed to force trafficked individuals into conducting fraudulent activities targeting victims abroad. The FBI has also observed a concerning trend of criminal networks relocating their operations to Africa due to increased law enforcement pressure in Southeast Asia and other regions.


 Complementary Efforts: Operation Level Up


In addition to Operation Blackout, the FBI has launched a separate prevention initiative known as Operation Level Up. This program focuses on identifying potential victims before they fall prey to scams. According to reports, Operation Level Up has contacted over 10,000 potential victims and successfully prevented hundreds of millions of dollars in financial losses.


Growing US-Ghana Cooperation


The announcement of the Ghana operation underscores the growing collaboration between Ghanaian and US authorities in combating transnational financial and cybercrime. A notable example of this partnership was seen earlier this year with the extradition of Ghanaian national Frederick Kumi, also known as Abu Trica. Kumi is accused of participating in a romance-fraud network that allegedly defrauded over 80 elderly Americans of more than $8 million.


Kumi was arrested in Ghana in December 2025 and extradited to the United States on July 9, 2026. He faces charges of conspiracy to commit wire fraud and money laundering conspiracy. The successful extradition was made possible through cooperation between several Ghanaian institutions, including the Attorney-General’s Office, Economic and Organised Crime Office, Ghana Police Service, Cyber Security Authority, National Intelligence Bureau, and the FBI Legal Attaché Office in Accra.

Director Patel concluded his announcement on the Ghana operation with a strong message: “More to come.” This statement underscores the FBI’s commitment to its ongoing campaign against international scam networks. While details about those arrested and the specific locations involved remain undisclosed for now, it is evident that the FBI is intensifying its efforts to combat fraud on a global scale.


As investigations continue, this operation serves as a reminder of the devastating impact transnational scams can have on victims and the importance of international collaboration in addressing this growing threat. The FBI’s actions not only aim to bring perpetrators to justice but also to protect vulnerable individuals from falling victim to these sophisticated schemes.
