Former NSB Director Arrested for Diverting $7 Million Cyber Defense Contract Funds

 The Attorney-General and Minister of Justice, Dominic Ayine, announced the arrest of Kwabena Adu Boahene, former Director-General of the National Signals Bureau (NSB), in connection with the alleged misappropriation of funds from a $7 million cyber defense system contract.  The revelation came during a press conference on Monday, March 24th.

 


The contract, signed on January 30th, 2020, with Israeli company RLC Holdings Limited, aimed to bolster Ghana's cybersecurity capabilities.  However, according to Mr. Ayine, Mr. Boahene allegedly diverted a significant portion of the funds—an initial GH¢27,100,000 (approximately $7 million at the time, based on the exchange rate)—into a private account at UMB Bank.  The Attorney-General stated that official documentation indicated the transfer was ostensibly for the purchase of the cyber defense system software, but the funds were ultimately channeled to Mr. Boahene's private company.

 

This alleged financial misconduct represents a serious breach of public trust and undermines efforts to strengthen Ghana's national security infrastructure.  The Attorney-General's statement highlighted the strategic importance of the cyber defense system project, emphasizing its role in protecting Ghana from cyber threats, data breaches, and digital espionage.  The diversion of funds intended for this crucial project has raised concerns about accountability and transparency within government procurement processes.
