High Court Rules in Favor of Singaporean Businessman in Legal Battle Against NDC Greater Accra Chairman

In a landmark ruling, the Accra High Court has directed Emmanuel Nii Ashie Moore, the Greater Accra Regional Chairman of the National Democratic Congress (NDC), to return any property seized from Singaporean national Toh You Kang within 24 hours. Justice Eugene Nyadu Nyantei, presiding over the case, also quashed all criminal proceedings initiated against Mr. Kang at the Dansoman Circuit Court.

 The Allegations and Legal Proceedings  


The controversy stems from an Electricity Company of Ghana (ECG) contract valued at over $2 million. Mr. Kang, CEO and Director of NSG Group—a Singapore-based investment company—filed a $20 million lawsuit against Ashie Moore in June 2023, accusing him of breach of privacy and human rights violations. The Singaporean businessman alleged that Ashie Moore had convinced him to part with $800,000 as an upfront fee for facilitating lucrative ECG contracts during Ghana’s Akufo-Addo-led administration.


According to court documents, Mr. Kang was introduced to Ashie Moore by a Chinese associate, Liang Liu Bing, with whom he had prior business engagements. Ashie Moore allegedly presented himself as a well-connected businessman capable of securing high-value contracts. However, after receiving the initial payment, Mr. Kang claimed that Ashie Moore became unresponsive for two months. Subsequently, Ashie Moore returned with demands for an additional $1.5 million, purportedly to support the NDC’s 2024 election campaign. WhatsApp exchanges cited in the lawsuit even referenced former President John Dramani Mahama in connection with these demands.


Detention and Extortion Allegations  


The situation escalated when Ashie Moore allegedly invited Mr. Kang to Ghana for a three-day visit between May 28–30, 2025, ostensibly to advance their business dealings. However, upon arrival, Mr. Kang claimed he was detained by armed men acting on Ashie Moore’s orders. During this ordeal, Ashie Moore reportedly demanded $3 million from Mr. Kang’s associate, Mrs. Liang Liu Bing. Mr. Kang further alleged that he was extorted of his phones and money before being arrested and remanded by the Dansoman Circuit Court, which denied him bail.


Faced with these circumstances, Mr. Kang sought assistance from Singapore’s High Commission in Ghana, which intervened and supported him in filing the lawsuit against Ashie Moore.


 High Court Ruling  


On Thursday, September 4, the Accra High Court delivered its judgment on the case. Justice Eugene Nyadu Nyantei ordered Ashie Moore to return any property seized from Mr. Kang within 24 hours and prohibited the continuation of criminal proceedings against the Singaporean businessman at the Dansoman Circuit Court. The judge also instructed the Circuit Court judge to refrain from entertaining the suit further.


This ruling effectively nullifies the criminal charges brought against Mr. Kang and reinforces his claims of extortion and human rights violations.


Implications
