Four Individuals Charged in Connection with Narcotic Parcel Case

In a recent development from the Accra Circuit Court, four individuals have been charged with offenses related to the concealment of narcotic drugs. The accused, identified as Isaac Techie-Menson, 57; Comfort Ofosu, 25; Catherine Quaye, 43, all travel agents, and Kwaku Blorme, 38, a tiler, are facing serious allegations concerning their involvement in a narcotics smuggling operation.



The case emerged after David Vouganye, a traveler to Doha, Qatar, was apprehended by authorities upon his arrival. The authorities discovered 4.6 kilogrammes of marijuana hidden within a parcel that purportedly contained food and personal care items. Following his arrest, Mr. Vouganye was prosecuted in Qatar and is currently serving a 25-year prison sentence for the offenses.


The Accra Circuit Court, presided over by Stephen Sarpong, has charged the four accused individuals with unlawful control of narcotic drugs and engaging in prohibited business activities related to narcotics. Each of the accused has entered a plea of not guilty. Subsequently, they were granted bail set at GH¢100,000 each, subject to stringent conditions including three sureties. Notably, one surety must justify the bail with landed property valued at no less than the bail amount, and all sureties must reside within the court's jurisdiction.


Further stipulations require the accused to report bi-weekly to the investigator overseeing the case. They are scheduled to reappear before the court on August 3, 2026.


Case Background:


The prosecution, led by C/Inspector Maxwell Oppong, provided a detailed account of the case's origins. The Drug Law Enforcement Unit of the Criminal Investigation Department (CID) received a complaint on October 30, 2025, from Mr. Kwasi Dari, father of David Vouganye. According to Mr. Dari's report, on October 13, 2025, Techie-Menson and Ms. Ofosu entrusted a parcel to his son for delivery in Qatar.


Upon arrival in Qatar on October 14, 2025, airport authorities intercepted the parcel and identified substances suspected to be narcotic drugs concealed within it. This led to Mr. Vouganye's arrest and subsequent conviction.


The investigation took a significant turn when Mr. Dari recognized Techie-Menson and Ms. Ofosu at the Accra airport on October 30, 2025. With assistance from Airport Police, both individuals were detained. During the investigation, they implicated Ms. Quaye as the person who provided them with the parcel intended for delivery via a traveling passenger to Doha.


Ms. Quaye was also arrested and reportedly named Blorme as the individual who initially gave her the parcel. In her statement, she claimed that upon inspecting the parcel, she only observed gari and sealed containers of Ever Sheen cocoa butter. Conversely, Blorme allegedly admitted to sending a parcel to Ms. Quaye but maintained that it contained solely food and personal care items.


As investigations continue, efforts are underway to obtain comprehensive details from Qatari authorities through Interpol regarding Mr. Vouganye's case.


This case underscores the complexities and international dimensions of narcotics trafficking operations and highlights the collaborative efforts between nations in addressing such illicit activities. The court proceedings are anticipated to shed further light on this intricate case as it unfolds in the coming months.
