Lands Commission discovers stamp duty fraud and disciplines 14 employees in an internal cleanup

In a recent development that has sent shockwaves through Ghana's administrative landscape, the Lands Commission has been embroiled in a scandal involving Stamp Duty fraud. This egregious misconduct has led to the suspension of 14 staff members, marking a troubling chapter in the Commission's history. The discovery of this fraudulent activity, which was initially thought to have resulted in a staggering 100 million Ghana Cedis tax loss, came to light during an internal audit conducted in May 2022. 



The National Investigations Bureau has taken swift action by initiating court proceedings against the implicated staff members, underscoring the serious implications of financial malpractice within public institutions. Mr. Benjamin Arthur, the Acting Executive Secretary of the Commission, made a public announcement regarding the internal disciplinary measures and legal processes during the Executive Secretary’s Annual Briefing. However, subsequent investigations have revealed that the initial tax loss figure may have been exaggerated.


In response to this disconcerting revelation, the Lands Commission is currently undergoing final disciplinary procedures and has reaffirmed its unwavering commitment to eradicating indiscipline and fraud from its ranks. This internal cleanup effort aligns with the Commission's broader vision, as it embarks on a comprehensive five-year Business Strategic Plan designed to steer its operations from 2023 to 2027.


Central to this strategic roadmap are key objectives such as ensuring financial sustainability, implementing digital reforms, enhancing corporate image, and fostering staff competence. Mr. Arthur emphasized the imperative of dispelling any misconceptions about the Commission and cultivating a positive corporate image synonymous with enhanced service delivery. It is evident that the ongoing scandal underscores the formidable challenges confronting Ghana's public institutions in upholding trust and transparency.


As the Lands Commission navigates through this turbulent period, it is imperative that robust measures are put in place to fortify internal controls and uphold the highest standards of integrity.
